A visit by the President of the Constitutional Court, Dainius Žalimas, to Moldova
At the invitation of the Deputy Prime Minister of the Republic of Moldova, Andrei Năstase, on 4–5 July, the President of the Constitutional Court, Dainius Žalimas, made a visit to the Republic of Moldova.
According to Andrei Năstase, support by the Constitutional Court of the Republic of Lithuania, as well as personal support by the President of this court, for the European integration of the Republic of Moldova, in addition to expert assistance provided for improving the activity of the Constitutional Court of the Republic of Moldova, is very important; therefore, the newly formed Government expects even closer ties and renewed bilateral cooperation.
During the visit, Dainius Žalimas met with the Deputy Prime Minister of the Republic of Moldova, Andrei Năstase, the Minister of Justice, Olesea Stamate, and representatives from the Administration of the President of the Republic. Discussions during the meetings focused on the reform of the legal system of Moldova and the related challenges, also the resumption of activity by the Constitutional Court of the country.
It should be recalled that, in June, the Constitutional Court of the Republic of Moldova partly became a cause of the constitutional crisis in this country, as six decisions rendered by the Constitutional Court resulted in the duality of state power. On 15 June, the Constitutional Court repealed the said six decisions and, after these decisions were considered to be incorrect by the Venice Commission, on 25 June, all members of the Constitutional Court resigned.
On the initiative of the Constitutional Court of Lithuania and the Constitutional Court of Moldova, the Association of Constitutional Justice of the Countries of the Baltic and Black Sea Regions (BBCJ) was established. The aim of this association is to develop the cooperation of constitutional courts in order to strengthen and promote the exchange of good and relevant experience among the constitutional courts of the European Union and its Eastern Partnership countries, thereby contributing to the implementation and consolidation of the fundamental principles of democracy in the Eastern Partnership region.
In 2016, the President of the Constitutional Court, Dainius Žalimas, was awarded the Order of Honour of the Republic of Moldova for substantial contribution to developing and strengthening inter-department cooperation between Lithuania and Moldova in the field of constitutional justice.
