The Constitutional Court will implement the project funded from the Development Cooperation and Democracy Promotion Programme

The Constitutional Court will once again implement the project “Assistance to the Constitutional Courts of Georgia, the Republic of Moldova, and Ukraine in Ensuring the Implementation and Protection of the Principles of the Rule of Law in the Context of the Regional Challenges”, which is financed under the Development Cooperation and Democracy Promotion Programme of the Ministry of Foreign Affairs.

The purpose of this project is, by offering experience gained by the Constitutional Court of the Republic of Lithuania, to strengthen the role of the constitutional justice institutions of the Eastern Partnership countries – Georgia, the Republic of Moldova, and Ukraine – in ensuring the implementation and protection of the principles of the rule of law.

This project will continue to pursue those initiatives related to ensuring the enforcement and protection of the principles of the rule of law in the area of constitutional justice that were launched in implementing the project “Assistance to the Constitutional Courts of Georgia, Republic of Moldova, and Ukraine in Ensuring the Implementation and Protection of the Principles of the Rule of Law” and have also been carried out separately with each constitutional court participating in the project at the level of the ongoing bilateral cooperation and at the multilateral level in the activities of the Association of Constitutional Justice of the Countries of the Baltic and Black Sea Regions; the initiatives of the EU-funded project for legal support to the Constitutional Court of the Republic of Moldova, which is implemented by the Constitutional Court of the Republic of Lithuania, will also be continued in part.

As Georgia, Moldova, and Ukraine are currently implementing important and complex reforms matching the course of European integration, the need of the constitutional courts of these countries to cooperate more actively in the area of the implementation and protection of the principles of the rule of law provided the main incentive to carry out such a project.

In the course of implementing this project, a preparatory meeting of the Vilnius Forum will be organised, in which the judges of the constitutional courts of Georgia, the Republic of Moldova, Ukraine, and the Republic of Lithuania will take part. It is planned to discuss at the meeting the most relevant issues connected with the implementation and protection of the principles of the rule of law in the context of the changing realities of the region, by identifying those areas related to the implementation and protection of the principles of the rule of law in which it is necessary to strengthen the role of the constitutional justice institutions of the partner states and in which there is a real need to share the experience gained by the Constitutional Court of the Republic of Lithuania and the project partners – the above-mentioned foreign constitutional justice institutions.

The project participants plan to publish a joint publication, which will contain a general report prepared on the basis of the replies to a questionnaire. The publication will be presented at the Forum of the Judges of the Constitutional Courts of Georgia, the Republic of Moldova, Ukraine, and the Republic of Lithuania (Vilnius Forum).

The project is to be implemented by 1 November 2018.

The leader of the project is Secretary General of the Constitutional Court of the Republic of Lithuania Ingrida Danėlienė.

The coordinator of project activities is Ieva Saudargaitė, a judicial assistant of the Constitutional Court.
