The Conference of European Constitutional Courts, which was established in Dubrovnik in 1972, unites representatives of 40 European constitutional or equivalent courts conducting a constitutional review.

The Conference is an organisation which organises congresses at regular intervals. It promotes exchange of information among its members as regards issues of methods and practice of constitutional review and sharing opinions about institutional, structural and work problems in the areas of public law and constitutional jurisdiction. Besides, it takes measures which strengthen the independence of constitutional courts as an essential element of the guarantee and implementation of democracy and a state under the rule of law and, in particular, pays attention to protection of human rights. It strongly supports improvement of constant relations between European constitutional courts and similar institutions. The Constitutional Court of the Republic of Lithuania became a full member of the Conference of European Constitutional Courts in 1997.

In rotation of three years, chairmanship of the Conference of European Constitutional Courts is held by one of the courts which is a full member of the Conference. The Lithuanian Constitutional Court held chairmanship of the Conference of European Constitutional Courts from 2005 till 2008. On 6–9 September 2006 at the Preparatory meeting, held in Vilnius, the applications from the three new members – the Supreme Court of Denmark, the Constitutional Court of Montenegro, and the Constitutional Court of Serbia – were accepted. The topic of the XIVth Congress, held in Vilnius on 3–6 June 2008, was "Legislative Omission of the Constitutional Jurisprudence".

From 2008 till 2011 chairmanship of the Conference of European Constitutional Courts was held by the Constitutional Court of Romania. On 23–27 May 2011, in Bucharest it will organise the XV Congress, the general theme of which will be “Constitutional Justice: Functions and Relationship with the Other Public Authorities”, comprising three subdivisions: (a) the constitutional court’s relationship with the Parliament and Government; (b) resolution of organic litigations by the Constitutional Court; (c) enforcement of constitutional courts’ decisions.
