       MR. P. KUCONIS, JUSTICE OF THE CONSTITUTIONAL COURT, WILL
   DELIVER A SPEECH IN THE INTERNATIONAL CONFERENCE IN UKRAINE


     Mr.  Pranas Kuconis, Justice of the Constitutional Court  of
Lithuania,  tomorrow  will attend the  international   conference
"Constitutional Court in the system of the state's  institutions:
problems and decisions how to solve it". 
     Participants  will be welcomed by Mr. Viktor Justcheko,  the
President of Ukraine, Mr. Arsenij Jatseniuk, the Chairman of  the
Parliament,  Mr.  Gianni  Buquicchio, Secretary General  of   the
Venice  Commission. The discussions will cover the guarantees  of
independence  of  the constitutional courts, the  experience   of
various  constitutional courts and attempts to change the  status
and responsibilities of the Constitutional Court of Ukraine.
     Mr.  P.  Kuconis  will  overview  the  experience  of    the
Constitutional Court of Lithuania.
     The  conference is organised by the Constitutional Court  of
Ukraine,  OSCE  in Ukraine and the International legal  fund   of
cooperation (Germany).
