THE DELEGATION OF THE COMMITTEE OF THE CONSTITUTION OF THE IRISH
  PARLIAMENT HAS VISITED THE CONSTITUTIONAL COURT OF LITHUANIA

     
     The  delegation led by Mr. Sean Ardagh, the chairman of  the
Commitee of the Constitution of the Irish Parliament has  visited
the Constitutional Court of Lithuania and met the Justices of the
Court.
     The President of the Court Mr. Egidijus Kūris informed about
the competence of the Court, its composition and the procedure of
their appointment, and subjects who could apply to the Court.
     Whether the law meets Constitution is decided by the Supreme
Court of Ireland which is a member of the Conference of  European
Constitutional  Courts.  According to Mr. Jim O'Keefe, the   vice
chairman  of  the  Committee of the Constitution  of  the   Irish
Parliament,  an  independent  court,  which  could  examine   the
constitutional cases, is a achievement of democracy.
     Delegation, composed by the members of the Committee of  the
Constitution of the Irish Parliament Mr. Denis O'Donovan and  Mr.
Tom  Hayes,  were interested in the cases of impeachment of   the
supreme officials and Members of Parliament, and the relations of
the  Parliament  and  the Court during  the  impecahment   cases.
Discussions on the cirsumstances and intensions of the authors of
the  Lithuanian Constitution were involved into the  conversation
as well.
     Mr. Donal Denham, the Irish Ambassador in Lithuania, touched
upon the problem of dual citizenship.
     Ms. Toma Birmintienė and Mr. Stasys Stačionas, the  Justices
of  the Constitutional Court of Lithuanian, attended the  meeting
and shared their opinions on different issues.
